I concluded my first official visit to #Libya with genuine respect for the determination and professionalism I witnessed across the health sector. Over four days, I met with senior officials, health workers, patients and their families, and visited health facilities across Tripoli and Misrata. I observed a country moving with intent from recovery toward reform. The signing of the 2026-2027 Strategic Collaboration Framework with Minister of Health H.E. Dr. Mohamed Al-Ghouj set a clear agenda: primary health care, digital transformation, health financing, workforce investment, and access to medicines. A meeting with H.E. Prime Minister Aldabaiba confirmed political commitment at the highest level. Libya is also the 28th country worldwide and the 8th in our Region to eliminate trachoma. This is proof of what a functional national programme, backed by consistent partnership, can deliver even in a fragile context. The direction of reform is coherent. The political will is real. In #Libya, I visited the National Cancer Institute in Misrata and spent time with the team working in the Pediatric Oncology Department. Despite all the challenges, this institute has built genuine credibility. It is participating in global initiatives on childhood cancer, breast cancer, and cancer registries, while also advancing telemedicine, digital training, and cancer research. I met children from all over Libya—East, South and West, at least 783 children registered and treated here to date. I sat with some of them and their families, listened to their stories, felt the hope that animates them and left humbled by their courage. The teams caring for them, day after day, embody what the institute’s Director General Prof. Abdulah Jaweed told me: there is no hero here. They are all heroes. @WHO will continue to support the National Cancer Institute in Misrata through networking, advocacy, and international partnerships. This institute has the vision to become a cancer control model for Libya and the region, and we will be honored to assist in this endeavor.

Events like #hantavirus serve as a reminder that investing in core capacities under the International Health Regulations is our collective foundation for global health security. These legally binding rules set out exactly what is required of every Member State: 1️⃣ Surveillance systems capable of rapidly detecting and assessing unusual health events, including at points of entry. 2️⃣ Prepared and resilient points of entry systems capable of detecting, assessing and responding to public health risks while maintaining safe international travel and trade. 3️⃣ Strong national IHR focal point mechanisms to ensure timely reporting of any unusual or unexpected public health events to WHO. 4️⃣ Response capacities capable of rapidly implementing public health measures, including laboratory testing, case isolation, contact tracing, infection prevention and control, and coordinated multisectoral action. 5️⃣ Risk Communication, Community Engagement and Infodemic Management capacities to ensure trusted information reaches people quickly, misinformation is addressed, and protective behaviours adopted as needed. No suspected or confirmed cases have been reported in countries of the Eastern Mediterranean Region. @WHO assesses the global risk as low and advises against the application of any travel or trade restrictions based on the current information available.

زرتُ المستشفى الميداني التابع لمركز طب الطوارئ والدعم في طرابلس، وهو حاليًا في مرحلة التشغيل التجريبي تمهيدًا لافتتاحه رسميًا خلال الأسابيع المقبلة. وهذا المرفق يمثل تقدمًا واعدًا وخطوة كبرى في تعزيز قدرات التأهب والاستجابة للطوارئ في ليبيا. ويضم المستشفى خدمات طوارئ، ورعاية حرجة، وجراحة، وتشخيص، وهذه الخدمات مدعومة بنظم لوجستية مصممة للعمل في المناطق النائية وحالات الطوارئ، الأمر الذي يتماشى مع معايير منظمة الصحة العالمية لفرق الطوارئ الطبية. وهذه المبادرة أيضًا خطوة مهمة نحو تكوين فرق طوارئ طبية وطنية وتعزيز قدرات الاستجابة السريعة في مختلف أنحاء البلاد. فالاستثمار في القدرات الوطنية للتأهب والاستجابة للطوارئ أمر ضروري لبناء نُظُم صحية قادرة على الصمود. وستواصل منظمة الصحة العالمية دعم جهود ليبيا الرامية إلى تعزيز هذه القدرات وتحسين إتاحة رعاية الطوارئ للجميع.
