Free movement cancelled: Four CARICOM countries close their borders to Haitian citizens As of October 1, 2025, Haitian nationals will no longer be able to travel, settle, or work without a visa in four CARICOM member states: Barbados, Belize, Dominica, and Saint Vincent and the Grenadines. This reversal comes after regional discussions initially favored an opening. The measure was envisaged as part of a pilot project, dubbed "total free movement," adopted at the last CARICOM Heads of Government Summit in Jamaica. The aim was to facilitate travel and strengthen regional integration by eliminating certain administrative formalities deemed burdensome. However, these four countries ultimately chose to close their borders to Haitian citizens, citing concerns related to security, employment, and reception capacity. This decision surprised and disappointed Haitian authorities, who had hoped for a symbolic gesture of regional solidarity. Haiti thus faces a major obstacle in its Caribbean integration project. Other member states continue discussions on the issue of access for Haitian citizens, while regional organizations call for a balance between free movement and national security. This episode highlights the complexity of negotiations within CARICOM and the fragility of integration projects.
