Even if we granted (for argument's sake) that Deuteronomy 18:18 refers to an Ishmaelite prophet rather than an Israelite one, this still does not identify Muhammad. The claim collapses for a simple reason: there is no reliable genealogy linking Muhammad to Ishmael.
The Quran contains no family tree or generational lineage for Muhammad back to Ishmael or Abraham. More importantly, early Islamic sources record that whenever Muhammad himself recited his ancestry, he would deliberately stop at his 21st forefather, Adnan, and refuse to go any further. Classical reports (including those preserved in Ibn Sa'd's Tabaqat al-Kabir and Ibn Asakir) state that he would say, in effect: "When my genealogy reaches Adnan, then stop. The genealogists have lied." He would then quote Quranic verses emphasizing the unknown generations in between — such as Surah Al-Furqan 25:38 ("...and many generations between them") and the parallel in Surah Ibrahim 14:9.
The consensus of early scholars—including those in the tradition of Imam al-Bukhari—is that Muhammad's lineage is historically verified and reliable only up to Adnan. Between Adnan and Ishmael lies an unbridgeable historical and genealogical void. Later attempts by genealogists to supply the missing names and generations were speculative at best and were viewed by many early authorities as very unreliable or fabricated.
In short: even on the terms of Islamic sources themselves, we have no verified, continuous, generation-by-generation link establishing that Muhammad was a descendant of Ishmael. Without that link, the “Ishmaelite brother” argument for Deuteronomy 18 cannot get off the ground.
