Volodymyr Zelensky said that if Ukraine withdrew troops from cities such as Kramatorsk and Sloviansk, 200,000 people would immediately fall under Russian occupation. He warned that residents who do not accept Russian control could be killed, sent to the front or imprisoned, citing what he said happened in Luhansk, Donetsk and Crimea. Zelensky also said Americans struggle to understand the Russian mentality, and questioned why elections are seen as urgent by Russia and the US, but not by Ukrainians themselves.
