@IsabelOakeshott William Rees Mogg wrote of this in his book from 1996 The Sovereign Individual. He suggested that Governments would use a pandemic and restrictions on travel to protect their tax take and stop flight of people seeing the grass being greener. We now see his son enabled it.

Drunk on corona power, ministers now threaten £5k fines for anyone trying to leave the country. Makes sense to stop some people coming in, but what possible justification can there be for stopping people who've had enough of the UK from voting with their feet?

@IsabelOakeshott If more than half the UK population has been vaccinated, then what is the risk with holidays? People were told vaccines were their ticket out of these draconian and totalitarian measures. This is no longer about covid, and people are starting to see it.
