The Shivering Isles in Oblivion is very unique for how many mental illnesses and conditions it represents in a lot of the NPCs. Alcoholism, OCD, hypochondria, bigotry, suicidal ideation, generalized anxiety, mania, etc. Every character is interesting to talk to and represented.

So do you think it's on you to try and help your friends better themselves with their conditions or not? First you where being a cop now you're making it someone else's problem. There's more ways not to enable bad behavior but sometimes eventually you just have to move on with your life.
