The internal State Department cable sent to U.S. embassies yestarday spells out the structure clearly. State serves as the "diplomatic operations hub." CENTCOM provides "real-time maritime domain awareness" and coordinates information sharing between partner militaries. Foreign governments are being asked whether they want to participate as a "diplomatic and/or military partner." The cable's language is direct: "Collective action is essential to demonstrate unified resolve and impose meaningful costs on Iranian obstruction of transit through the Strait." Trump publicly endorsed the broader strategy from the Oval Office today: "The blockade is genius, OK, the blockade has been 100% foolproof." He said he's willing to maintain the blockade and continue the war "unless they agree that there will be no nuclear weapon." But the contradictions are sharp. Just a month ago Trump was screaming at European allies to handle Hormuz themselves. On March 31st he posted on Truth Social: "Build up some delayed courage, go to the Strait, and just TAKE IT. You'll have to start learning how to fight for yourself, the U.S.A. won't be there to help you anymore, just like you weren't there for us." He told the UK to "go get your own oil." He called NATO a "paper tiger." He said the U.S. was done helping allies who didn't help during the offensive war. Now the same administration is asking those exact allies to formally join an American-led coalition built around the same Strait Trump said Europe should handle alone. Europeans have noticed the inconsistency. The reality underneath all of it is simple. Trump tried to win the Hormuz problem alone. The blockade hasn't reopened the Strait. Ship traffic is still stalled despite his February claim that the waterway was "COMPLETELY OPEN AND READY FOR BUSINESS." The framework could work. CMF around the Bab al-Mandeb succeeded with 40+ countries during the Houthi crisis. Maritime coalitions have a track record of restoring shipping lanes when the political will exists across multiple capitals. But every European foreign minister being asked to sign on knows two things. First, joining means committing assets to a war they publicly opposed.
