Sierra Leone’s Electricity and Water Regulatory Commission has announced the removal of the T1 Social Tariff Band, a move that eliminates subsidised electricity rates for the country’s poorest residents. The Commission says: “The decision comes after a request from the Electricity Distribution and Supply Authority citing concerns that the current system benefits all customers, including wealthy individuals. This prevents EDSA from generating enough revenue to purchase electricity from independent power producers”. All electricity bills issued from now onwards will reflect the new tariff structure. Since when does the Executive arm of Govt determine assignment of cases to judges/magistrates and whether a defendant is granted bail? What happened to separation of powers? Let’s fight the #kush menace by tapping into democratic principles, not eroding them. #NationalTownHall

New Age Team of Investigative Journalists lay their hand on the agreement between #SaloneGovt and #SherbroAllianceProject or #SAP to be done by British-Sierra Leonean @idrisselba_ The journalists found ridiculous clauses in the agreement that in the views of experts render #SAP nothing but another big time scam. The agreement was signed by current Chief Minister @dsengeh representing the #SALONEGovt while he was the Minister of Basic Education. In the coming days, weeks and months, NEW AGE will bring to Sierra Leoneans some of the clauses and issues in the said agreement. @PresidentBio @BBCAfrica

Why are we clamouring for electoral reforms just after passing a new law to govern our electoral system in September 2022? Why and how did we get here under a year? Electoral reform process without calling out the real problem is just placing a bandage over our wounds. The Public Elections Act of 2022 might not be 100% perfect but what happened in the General Elections in June 2023 or what did not happen is not as a result of the law. An institution did not perform its role as mandated by the law. You can change the law for all you want and import the best of electoral laws from the best democracy on earth, if you hand those laws to the same hands who run our electoral institutions, you’d get the very same outcome. If you ask me, I think that the proposed electoral reforms process would only shift the blame from “persons” to “procedure or process” when we all know what happened or did not happen in June 2023 was the act or conduct of a man or woman or a group of living beings. But maybe, just maybe we need to re-enact this process to get some funds and the donors too need to empty some idle accounts. @USEmbFreetown @USAmbUN

The narrative that the 5% increment on the import of rice, the staple food for Sierra Leoneans, is meant to support #feedsalone & local farmers is incredulous. The narrative that you are supporting #feedsalone by making it more expensive for citizens to access food leaves me bewildered. Which local market are we protecting by imposing 5% duty on rice import? If we stop importation of rice today will local rice production meet national demands? The answer is NO. This tells us we do not have a local rice market to protect for now. Textbook theories and lived economic realities are a country mile apart. Let’s get back to basics, improve local rice production to meet national demands, then you can start talking of protecting local farmers.

@EleanorThomps The economic of a broke nation has kicked in prematurely for a mission that isn’t going to be achieved. Taxing our way to prosperity or out of debt, leaving out sustainable measures as cutting down on expenditure is going to lead our nation to hunger and starvation. God help us.

I presume the 5% import duty on rice is to try to promote domestic rice production & consumption in line w/ the #FeedSalone initiative. However, w/out having achieved those…or even started, it’s premature and insensitive to impose such tax on a food insecure & hungry population.
Basita Michael@MichaelBasita

The recent approval of the Finance Bill 2024 has triggered widespread discontent among Sierra Leoneans, primarily due to the imposition of several new taxes, notably a 5% import duty on rice. Sierra Leone, being a food-deficit country, relies heavily on rice as a staple food for most citizens. The imposition of a 5% import duty on rice is anticipated to escalate its price, potentially rendering it unaffordable for many Sierra Leoneans and, consequently, posing a significant threat to food security in the country. This development has revived a prevailing sentiment that Parliamentarians are falling short in defending the interests of the people with the expected diligence. Of particular concern is the swift passage of the Bill through all the legislative stages in a single day, prompting questions about the thoroughness with which our Parliamentarians examined the practicality and impact of these taxes on economic growth and the financial well-being of citizens. This rapid approval raises doubts about the efficacy of these taxes in delivering on the budget's promise of "restoring macroeconomic stability while protecting the poor and vulnerable." The accelerated process also limited opportunities for public engagement, feedback, and meaningful consultations with constituents, thus undermining transparency and accountability in the legislative process. Acknowledging the necessity of taxation for a country's sustenance, it is imperative that such taxes be just and fair, taking into account the economic landscape and the earning capacity of citizens. Currently, people are struggling to meet their basic needs, and these tax hikes are poised to further increase the costs of already expensive goods, creating an unfavorable perception of a tax regime that is punitive. The imposition of new taxes can potentially dampen economic activity and may discourage investment and impede economic growth. The existing tax system in Sierra Leone is regressive, placing a disproportionate burden on the poor. A more equitable and progressive tax system would ensure that everyone pays their fair share of taxes while safeguarding the most vulnerable members of society. The reality is that the small fraction of citizens fortunate enough to have employment are already grappling with the escalating cost of living, with many not having experienced a substantial salary increase for a long, long time. The plight of ordinary jobless citizens is even more dire. As the Bill awaits the President's assent, it is hoped that His Excellency will attentively listen to the concerns of Sierra Leoneans.

@MardaMustapha @konteh_dr Indeed taxation can tame inflation in the positive sense not as regressive as these impose by this finance act. Taxation can never revive an economy neither bring prosperity. It drives away investments and you know that.

@MardaMustapha @konteh_dr Prof what is the justification for additional taxes when we have inflated charges at the port of entry that can suffice for the taxes. If those excesses which run into millions of $ are redirected to the CRF rather than go into private pockets it will be good for the nation.

On Monday, 18/09/23, I will be on AYV TV Flagship Program, Wake-up Sierra Leone at 9am to discuss the recent nationwide survey conducted by the Institute of Governance Reform (IGR) to gauge public opinion on three defining issues - preference for democracy than other system of governance, concerns about the country’s economic performance and citizens’ belief in the election results announced in June 2023. According to the survey: 1. 88% of the citizens prefer democracy than any other system of governance. 2. 87% of the citizens express deep concerns about the country’s economic performance. 3. 62% of the citizens believe the election results announced in June 2023 reflect the people’s votes. Join us tomorrow on AYV TV at 9am to be part of the conversation as we discuss details of the survey.
