Back in the mid-2000s, IRGC commander General Mohammad Ali Jafari redesigned the entire system after watching Saddam’s centralized Iraq collapse under U.S. invasion. The fix? Break Iran into 31 semi-autonomous “tiles” — one provincial command per province (plus Tehran extras).
Each tile gets:
- Its own missile/drone stockpiles
