MOST SHOCKING CORRUPTION STORY IN PAKISTAN The 2005 lease of a 13.5-acre plot on Islamabad’s Constitution Avenue, intended for a five-star hotel ahead of the OIC Summit, has evolved into a staggering case of state-level corruption. While the nearby Centaurus Mall site was leased for 190,000 PKR per square yard, this more premium location was handed to a consortium led by Hafeez Pasha of Bismillah Textiles, alongside Mian Imran and Khawaja Saad Rafique, for just 75,000 PKR per square yard. The initial valuation gap alone deprived the national exchequer of roughly 7.5 billion PKR, as experienced hoteliers like Sadruddin Hashwani found the project unviable at honest rates while textile owners aggressively pursued the bid with other intentions. The scandal intensified through a calculated manipulation of the legal framework. After paying only 15% of the 4.9 billion PKR lease, the Pasha Group allegedly saw a close associate appointed as Director Legal at the CDA, who promptly amended the agreement to allow residential apartments. Despite written notices from the CDA and legal challenges from competitors, Pasha reportedly falsely claimed a hotel was under construction while simultaneously securing billions in zero-markup loans from the Bank of Punjab. The developer then sold 263 apartments on land he did not own, generating estimated revenues exceeding 34 billion PKR. The project effectively became a fortress of elite protection, with luxury units sold to or gifted among the highest echelons of power. The list of beneficiaries reportedly includes high-profile figures such as Aitzaz Ahsan, former Chief Justice and caretaker PM Nasir-ul-Mulk, Shahid Khaqan Abbasi, and former Chief Justice Saqib Nisar, along with journalists like Absar Alam. While Hafeez Pasha eventually bought out his partners, it is claimed that Khawaja Saad Rafique retained ownership of eight apartments. Even after a 2019 Supreme Court ruling labeled Pasha a defaulter of 14.5 billion PKR, the illicit sale of units priced as high as 500,000 USD continued. Accountability has been systematically stalled for years. When police officers attempted to investigate, inquiries were allegedly diverted toward the investigators themselves during Shahid Khaqan Abbasi’s premiership. With the current government under Shehbaz Sharif ordering a reopening of the probe, the public demand for transparency has reached a fever pitch. There is now significant pressure to disclose the full list of owners, identify who received free apartments, and confiscate properties that stand as a monument to the exploitation of Pakistan’s state resources.

Since 2000, PDA DGs serve an average of just 1 year. The longest tenure belongs to Qazi Laique Ahmad (~4.7 years), while the shortest was a mere 1 day. 23 DGs were changed in the last 13 years alone. Development needs more stability.

Bought from a previous owner & resident. - I demand a committee be formed on Katchi Abaadis demolition too - I also demand that Pak govt ask UAE & UK to seize and return all properties purchased by Pak nationals & not declared in their tax returns. - I demand to see money trail of purchase of avenfield apartments in London.
