For Parandur Airport OTA satellite Terminal TN government to acquire approx 400-600 acres of Officers Training Academy (OTA) land which is near to Chennai Airport, develop satellite terminal connecting to existing airport runway operations. It will add 1-1.5 crore additional passenger capacity in conjunction with MAA modernisation. (Total capacity 5Cr passenger) Capex require 5000-8000Cr Zero civilian displacement Constraint: Require ministry of defence land transfer agreement which is very complex. Ministry of Defence (MoD) policies for land transfer in India 1. The Core Policy: "Equivalent Value Infrastructure" (EVI) or Land Exchange • Equal Value Land Exchange: The primary condition for a permanent transfer is that the indenting authority (e.g., the State Government or Airport Authority) must provide the MoD with land of equal value elsewhere. Finding 400-600 acres of land with a valuation equal to prime real estate in Chennai (Meenambakkam/Alandur) would be incredibly difficult for the state. • Equivalent Value Infrastructure (EVI): Under recent policy updates (around 2020/2021), the MoD introduced the EVI model. If the state cannot provide equal value land, they can compensate the military by building new infrastructure for them (like a new training academy) equal to the current market value of the land being taken. 2. The Hurdle of Relocating an Active Academy It is a premier, active military institution established in 1963. this proposal requires uprooting a functional academy containing highly specialized infrastructure (cadet messes, firing ranges, auditoriums, residential quarters, and drill squares). • Building a completely new OTA elsewhere (via the EVI policy) would take several years, and the MoD would likely refuse to vacate the current premises until the new facility is 100% operational. 3. Procedural and Bureaucratic Complexity • Approval Levels: Transferring defence land of this magnitude requires multiple layers of clearance, starting from the Local Military Authority, up to the Directorate General Defence Estates (DGDE), the Chief of Army Staff, the Ministry of Defence, and ultimately requiring Cabinet approval. • MoD Hesitancy: Historically, the MoD is highly protective of its landbanks in major cities and resistant to handing over large parcels of prime land, even for crucial state infrastructure projects.
