@NemaKenya convened a 3-day Planning and Inception Workshop in Naivasha on 12th -13th March, 2026 to support development of State of Environment (SOE) Reports and County Environment Action Plans (CEAPs) for Nyandarua, Kiambu, Nairobi and Machakos Counties. The SOE and CEAP will provide baseline data on natural resources and environmental conditions in each county. The reports will also help to measure changes and impacts of the project over time. The initiative is part of the GCF - funded program Enhancing Community Resilience and Water Security in the Upper Athi River Catchment Area (ARCA), bringing together NEMA and County Directors of Environment to strengthen county adaptation planning and environmental management.

Why the State Department for Irrigation is rooting for a Land Reclamation Act As the development of the Land Reclamation Bill, entered its fourth day today, participants emphasized the the critical need for a Land Reclamation Act. The participants noted that degradation caused by salinity, waterlogging, soil erosion and poor land management practices continue to reduce the productivity of many acres of land in Kenya thus the need for a clear legal framework to guide the restoration and sustainable management of degraded land. They pointed out that adopting the Land Reclamation Act would strengthen the State Department's mandate to coordinate reclamation activities, regulate practices that lead to land degradation, and ensure proper management of reclaimed land. The legislation would also clarify the roles of various institutions involved in land and water management while improving enforcement and accountability. Further, the Act would support better planning, budgeting, and partnerships for reclamation programs. Adoption of the Land Reclamation Bill into an Act will contribute to fulfilling key objectives of increasing the area under irrigated agriculture through the National Irrigation Sector Investment Plan (NISIP) through promotion of sustainable land use, improved agricultural productivity and enhanced food security. Cabinet Secretary for the Ministry of Water, Sanitation and Irrigation, Eric Mugaa, alongside the Principal Secretary for the State Department for Irrigation, @EphantusKim, this afternoon appeared before the National Assembly Departmental Committee on Blue Economy, Water and Irrigation to present the State Department’s Supplementary Budget Estimates No.1 for the 2025/2026 Financial Year for consideration. The session, chaired by Kangogo Bowen, brought together Members of Parliament and senior officials from the State Department for Irrigation to deliberate on the department’s financial priorities and ongoing development commitments in the irrigation sector. During the presentation, PS Kimotho urged the committee to consider reinstating additional funding to support the department’s operations and project commitments. He emphasized that adequate budgetary allocation is critical to ensure the timely settlement of pending bills and to prevent the accumulation of extra costs associated with ongoing and completed irrigation projects. The leadership noted that sustained investment in irrigation infrastructure remains vital for advancing Kenya’s food security agenda, strengthening climate resilience in agriculture, and supporting livelihoods in irrigation dependent communities across the country. The engagement with the committee forms part of the government’s broader accountability framework, allowing parliamentary oversight on public expenditure while ensuring that key national development programmes continue to receive the financial support required for successful implementation.

Kenya's Extended Producer Responsibility (EPR) regulations, 2024 integrated waste pickers and recognized their crucial role in waste management value chain. In recognition of this role, @NemaKenya through the support of the Royal Danish Embassy organized for a waste pickers meeting yesterday at a Nairobi Hotel. The meeting was graced by the CS Ministry of Environment, Climate Change and Forestry, Dr. Deborah Barasa, EGH accompanied by the NEMA Chairman, Mr. Emilio Mugo and Director General, Dr. Mamo B. Mamo, EBS. While making her remarks, CS Barasa stated the government has come with policies to better the role of waste pickers in environmental governance. She added that the ministry has formally recognized waste workers as environmental workers as enshrined in the Sustainable waste management act, 2022. She added that waste pickers should be regarded as critical partners in the waste management value chain as spelt out in the EPR regulations and in promotion of circular economy. She placed emphasis on the need to safeguard the health of waste in their daily dealings. The NEMA Chairman noted that waste pickers are critical in the waste management value chain. He acknowledged the dynamics in the waste sector which are critical for seamless waste management. He emphasized for coordination and cooperation by all players in the waste sector. The NEMA Director General, Dr. Mamo, EBS noted that the waste pickers are the 'unsung heroes' in the waste management value chain. He added that the country can only be clean if all waste generators take responsibility for their waste. Despite waste management being devolved, the DG noted that the Authority in 2015 developed the 10 minimum points to be followed in the waste sector by the County Governments. He underscored that the Authority has also urged the Counties to develop Material Recovery Facilities (MRFs) to enhance waste management. He encouraged constructive dialogue in the betterment of the welfare of the waste pickers. The forum brought together stakeholders in the waste management sector including the Ministry of Cooperatives and MSMEs, Nairobi County, Waste Pickers Associations and Producer Responsibility Organizations (PROs). @kepro_ke @haprok_kenya
