FOREIGN DOCTOR FOUND GUILTY OF “SYSTEMICALLY” DEFRAUDING THE HSE Dr Muhammad Waqas Rabbani (45) of Tullow Family Medical Centre was found guilty of “systematically” defrauding the HSE through its medical card payment scheme. He was found guilty of 13 counts of fraud and not guilty of 4 counts of fraud over a two-week trial at Carlow Circuit Court. The offences were committed on dates between 3rd and 29th September 2018 and related to €2,229.72 paid to Dr Rabbani by the HSE in October 2018. Prosecuting barrister Mark Lynam BL said that claim forms for treatments to medical card patients were created “for the purpose of tricking the HSE” and had never actually been performed. 48 civilian witnesses gave evidence over the course of the trial to say they had not received the treatment Dr Rabbani claimed they did. Several witnesses also said the signatures on the forms were not their own. Dr Rabbani was remanded on continuing bail until 31st July when a date for his sentencing hearing will be scheduled.

A further 31 earned between €175,000 and €200,000, while 47 earned between €150,000 and €175,000. Another 99 staff earned between €125,000 and €150,000, while 330 earned between €100,000 and €125,000. So, while households are being told there is not enough water and are being subjected to restrictions, the people running the system continue to receive huge salaries and pay increases.
