Silence of the Lambs: How Zambia's New Cyber Laws Are Killing Freedom of Expression by LCK Chambers Zambia’s return to multiparty democracy in 1991 ushered in an era of expanded freedoms—of speech, of assembly, of association, and of the press. These freedoms are the lifeblood of any constitutional democracy. Today, more than three decades later, those freedoms are under threat once again—not from overt authoritarianism, but from laws passed in the name of “digital safety.” The newly enacted Cyber Security Act No. 3 of 2025 and Cyber Crimes Act No. 4 of 2025 were introduced with the promise of combating online fraud, identity theft, cyberbullying, and child exploitation. These are real and serious concerns. But the laws that were passed go far beyond addressing cybercrime. They have created a powerful legal framework that enables the State to police what it calls “critical information.” Because this term is dangerously vague and undefined, it now functions as a gateway to censor political speech, silence dissent, and intimidate the press. The last few days, I’ve been traveling. Each airport I went to and every flight I got on had one thing in common, young travelers. I’d guess these were like between 18 to 20 years of age, just exploring the world, enjoying life and getting exposed to modern life. Then it hit me. I was 28 when I got on my first flight. It was a long flight from Zambia to Singapore through JHB, everything looked strange, perhaps a story for another day. Look, as African parents, I think we have focused so much on putting our kids into the best schools but that’s not where real learning and exposure happens. Real learning is experiential, you have to experience something, see it with your own eyes for you to know how the world works. Let’s normalize giving our kids a head start (if circumstances allow). Send them on exchange programs, allow them to travel unsupervised, let them see the world! We will not raise children who will compete for global opportunities if this exposure doesn’t start now!

My first job straight out of uni was with an international bank. 99 of us were called for aptitude tests but only 11 positions were available. I kept asking myself why I had to go through that painful process because to make it to LSK, I could only afford jumping on a cheap Chembe Bus that left Kitwe at 6pm and arrived in Lusaka the following day. I was super tired when taking those tests. Brothers, whatever it takes, if you can afford, create smooth passage for your kids!
