@_johnmyers @BlainPlanes Again, reasonable debates about moral hazard, etc. but goal of PSP was stopping layoffs - and it worked. It resulted in many people getting paid, and/or getting paid for longer. Whether that was good/bad, right/wrong, optimal policy, fair for taxpayers, etc is different argument.

@JoeTravels @BlainPlanes My implication was all of it, obviously some went to payroll as was legally required to. There’s a misunderstanding I believe of what happens when large companies fail (could be ownership transfer and loss of shareholder value), and the moral hazard of bailouts.

@_johnmyers @BlainPlanes And it did. Reasonable disagreement on whether it was the *right* policy, but really no question the policy worked: thousands of people weren't laid off while PSP was in effect. But airlines (and their shareholders) can't afford to pay every worker when revenue is down 2/3.
