The Islamic Revolutionary Guard Corps is increasingly dominant, and it views the current situation as a strategic opportunity to reshape the regional environment — with or without an agreement. Let me save some people in Washington the effort: the current Iranian system will not agree to the terms that were previously discussed in Geneva. Signaling or drafting proposals along those lines is largely futile. An Iran effectively influenced by the IRGC, and shaped through Mojtaba Khamenei’s growing role, will demand guarantees against renewed conflict — alongside tangible compensation.
