FMINO PRESS RELEASE PUBLIC ENLIGHTENMENT CRITICAL TO CODE OF CONDUCT BUREAU’S DRIVE FOR PUBLIC SERVICE ACCOUNTABILITY, SAYS INFORMATION MINISTER The Federal Government has emphasised that public enlightenment is central to the success of the Code of Conduct Bureau’s mandate in promoting accountability, transparency, and ethical standards in Nigeria’s public service. The Honourable Minister of Information and National Orientation, Mohammed Idris, fnipr, stated this during a courtesy visit by the Chairman of the Code of Conduct Bureau, Dr. Abdullahi Usman Bello, FCCA, CFC, and his delegation to the Ministry in Abuja, where he reaffirmed the Federal Government’s commitment to strengthening institutional collaboration in the fight against corruption. The Minister emphasised the critical role of public enlightenment in preventing corruption and unethical conduct in the public service, noting that awareness remains a key pillar of effective governance. “Many public servants in this country do not know so much about the Code of Conduct Bureau beyond asset declaration; this must change through sustained public enlightenment,” he stated. He underscored the preventive mandate of the Bureau, stressing that its role goes beyond enforcement to stopping infractions before they occur. “The Code of Conduct Bureau is not about arresting people after offences are committed; its primary duty is to prevent those infractions from happening in the first place,” he said. The Minister further called for sustained institutional collaboration, noting that continuous engagement is essential to achieving lasting impact. “This engagement should not be a one-off event; it must be sustained to deepen awareness, strengthen institutions, and promote ethical conduct in public service,” he added. Highlighting the importance of synergy between enforcement and communication, the Minister stated that awareness and enforcement must work together to achieve meaningful compliance. “Enforcement and awareness must go hand in hand; without awareness, enforcement alone will not stop unethical conduct,” he noted. He assured the Bureau of the Ministry’s full support, stating that all its agencies will be deployed to amplify the activities of the CCB and promote accountability across government institutions. Earlier in his remarks, the Chairman of the Code of Conduct Bureau, Dr. Abdullahi Usman Bello FCCA, CFC, highlighted the importance of strategic collaboration with the Ministry, particularly in driving public sensitisation and strengthening ethical standards in governance. “CCB is not only an enforcement agency; we are primarily a preventive organisation committed to ensuring that public servants do not engage in corrupt practices in the first place,” he said. The Chairman noted that the Bureau is seeking partnership with the Ministry in areas such as nationwide sensitisation campaigns, media engagement, capacity building for public officers, and dissemination of its activities to enhance public awareness. Dr Bello added that by leveraging the Ministry’s communication platforms, the Bureau would significantly improve compliance with asset declaration requirements and promote a culture of integrity, accountability, and transparency in public service. Those in attendance were; the Permanent Secretary of the Federal Ministry of Information and National Orientation, Ogbodo Chinasa Nnam; Executive Secretary of Nigeria Press Council, Dr. Dili Ezughah; Special Assistant Administration, Dr. Sunday Baba; Deputy Director of Public Relations and Protocol, Miss Sade Fatoke; Chairman of the Code of Conduct Bureau, Dr. Abdullahi Usman Bello FCCA CFC; Board Member, Hon. Abdulsalam Olawale; Director, Mr. Jimoh Alabi; Board Member, Prof. Jwariya Badamasiuy; and many other dignitaries. CCB CONVENES STAKEHOLDER ENGAGEMENT FOR HEADS OF SERVICE ON PRACTICAL MEASURES FOR COMPLIANCE WITH THE CODE OF CONDUCT FOR PUBLIC OFFICERS The Code of Conduct Bureau (CCB), in collaboration with the @fmojustice, @EUinNigeria, and @Int_IDEA, convened a high-level stakeholder engagement on 30th March 2026 at Transcorp, Abuja. The engagement brought together Heads of Service from all 36 states of the Federation, including the FCT, alongside the Board and Directors of the Bureau. The dialogue provided a strategic platform to exchange insights, strengthen institutional coordination, and address persistent compliance gaps, while advancing a more efficient, transparent, and technology-driven Online Assets and Liabilities Declaration System (OALDS). In his remarks, the Chairman of the CCB, Dr. @abdubel FCCA, CFE, emphasised that compliance with the Code of Conduct for Public Officers, as enshrined in the Constitution, is not merely procedural but a critical pillar of accountable governance. He highlighted the central role of leadership in driving compliance, noting that systems only function effectively when leaders are deliberate in enforcing standards and fostering a culture of integrity. He further stressed that the responsibilities of public officers extend beyond legal obligations to encompass moral accountability to the Nigerian people. Dr. @abdubel also highlighted ongoing reforms within the Bureau, including the deployment of innovative verification mechanisms, digital transformation initiatives, and the continued development of the OALDS. These efforts, he noted, are geared towards strengthening transparency, improving compliance, and restoring public trust. He called on Heads of Service to take ownership of compliance processes within their respective states, ensuring that asset declaration becomes a routine, institutionalised, and enforceable component of public administration.

CCB Chairman Pays Courtesy Visit to Code of Conduct Tribunal The Chairman, Code of Conduct Bureau (CCB), @abdubel, FCCA, CFE, on 28th January, 2026, led a delegation of the Bureau on a courtesy visit to the @CCTNIGERIA at its headquarters in Abuja. @abdubel, noted that the @CCBNigeria and @CCTNIGERIA share a common constitutional responsibility in enforcing the Code of Conduct for public officers, explaining that while the Bureau is mandated to investigate cases, the Tribunal is responsible for adjudicating breaches. He emphasised that this complementary relationship makes close collaboration and synergy between both institutions essential. According to him, effective service delivery requires strong case coordination, timely exchange of information, prompt investigations, and continuous capacity building. He added that the Bureau is strengthening its internal processes, digital platforms, staff capacity, and record-keeping systems to support robust legal investigations and future reference. Responding, the Chairman of the Code of Conduct Tribunal, Hon. Dr. Mainasara Umar Kogo, expressed appreciation to the Bureau for the visit, describing the responsibility of promoting ethical conduct and moral rectitude in public service as crucial but challenging, particularly in a society increasingly driven by materialism. "ALDS is a game changer for accountability in public office," declared Dr. Bello. The Chairman, CCB, @abdubel, has revealed that the Assets and Liabilities Declaration System (ALDS) is currently being developed to strengthen transparency and accountability in Nigeria’s public sector. He made this known at the two-day stakeholders’ workshop in Abuja on the 25th of November, 2025. @abdubel explained that once completed, ALDS will enable real-time verification of assets, automatically flag undeclared wealth, and link seamlessly with government databases like NIN, FIRS, CAC, and the Land Registry. To ensure sustainability, the Bureau is considering a nominal fee for senior officers, while junior staff may receive waivers, reducing reliance on government funding. @abdubel acknowledged and appreciated the European Union, International IDEA, and RoLAC for supporting this landmark initiative and sponsoring the event.
