We found that the purpose of the assault wasn't to inflict high casualties, but rather to show how little control the Pakistani military had on certains areas of the province. It took the military 2+ days to fully secure a paramilitary camp attacked by the BLA, for instance. For hours, as well, BLA fighters mingled with the crowds, visibly unperturbed, after attacking banks, prisons or police stations.
