A town al-Shabaab held for 18 years falling in a day. A Ugandan general demanding $1 billion from Turkey. Somalia’s president saying farewell to Uganda at the army’s anniversary. All of this happened in the last two weeks. My new piece explains the single incentive logic behind all of it. 🧵 Somalia’s warlords never left. They were given budgets, airports and constitutional titles. 🧵 Laftagareen didn’t win power. He inherited the vacancy left when Ethiopian officers arrested his rival on Somali soil. For seven years Ethiopian troops kept him in place. When they stopped acting for him - he fell within hours. 🧵 Somalia’s federal system wasn’t purely a domestic design. Early frameworks were shaped by regional actors and later embedded through donor backed processes - then captured by the same spoils incentives. 🧵 67% of Somalia’s federal budget comes from external donors. Somalia’s political class has no incentive to change this. Why would they? 🧵 Al-Shabaab has better domestic fiscal capacity than the government everyone is paying to defeat it. That’s not a coincidence - it’s what the incentive structure produces. 🧵 Al-Shabaab held Daynuunaay for 18 years. It fell in under a day the moment it stopped being useful as a buffer. Turkish trained forces and Bayraktar drones changed the equation. 🧵 Every external actor’s returns were denominated in Somali weakness. Ethiopia needed fragmentation. Gulf states needed compliant regional leaders. Donors needed the insurgency to justify their presence. 🧵 Turkey is the first external actor whose returns require Somalia to actually function. You cannot extract from a rebuilt port if the port isn’t working. 🧵 Muhoozi’s $1 billion demand is the protection racket reaching its natural conclusion - a pharmaceutical company demanding reparations the moment a cure threatens to eradicate the disease on which its profits depend. 🧵 The question Somalia is now facing: does the system absorb Turkey’s bet the way it absorbed every previous external intervention - or is this finally different? Yesterday, I drove from the farm to Mogadishu. I counted 17 Isbaaro roadblocks from Lambar 50 to Mogadishu set up by government forces. At each checkpoint, the soldiers demanded extortion money, and they allowed transport vehicles carrying farm produce to pass only after payment. The more army bases on the road is resulting more isbaaro roadblocks.

The Hol Hol well is a historic well located in Xudun District, Sool Region of #Northeastern state of Somalia and has long been considered one of the largest oil fields in Somalia. According to historical oil exploration records in the country, the Hol Hol field is located in the Nugaal Valley basin, a basin that experts have long estimated to contain vast oil reserves, as its geology closely resembles the oil-rich areas of Yemen.  Historically, exploration in this area dates back to the central government of President Mohamed Siad Barre in the late 1970s and 1980s when Somalia began to aggressively invest in oil exploration. At that time, American companies including Conoco, along with other companies such as Chevron, Shell, BP and ENI, obtained exploration licenses across basins in northern Somalia and the center of the country. Hol Hol was one of the first places where oil companies conducted deep exploration to find oil underground, which is why it is sometimes called the Nugaal Well. Recent media reports further emphasize the importance of this well, noting that the Hol Hol Well was surveyed nearly 46 years ago by American companies, which is directly consistent with the Conoco era and the agreements of the Siad Barre government. It was also reported in 2024 that a new agreement was signed with a Qatari company to resume exploration and development of the well. This indicates that Hol Hol is still considered the most promising well for the future of Somalia's oil exploration ventures and is expected to be the site of the largest reserves in the country if modern drilling is started.  #HolHol #NortheasternState #Somalia @Conoco @exxonmobil @Chevron @TheOfficialSPA @DahaShire @qatarenergy @QatarEmbassySO
