@SriramMadras In government trend seems to be reverse - officers with long leadership experience are asked to stand down for experts. Please remember that at the leadership level, it’s not expertise but leadership skill that counts.

For any Government to win the hearts of the people it must consciously ensure dilution of the IAS dominance by changing the administrative landscape. IAS cannot have an easy, and relaxed life. They must work under pressure cooker like situation, much like politicians, and other services particularly IPS. In fact, I think all State Governments as adopted by the Central Govt must reach out to domain experts, or even allow lateral entry. Why shouldn’t the senior most IPS officer be the Home Secretary? Why shouldn’t the senior most IFS officer (Forest Officer) be the Forest Secretary? Why shouldn’t a IFS (Foreign Services) be the Foreign Secretary? In the Centre why shouldn’t a Railways officer be the Railways Secretary? Why shouldn’t a high ranking Defense officer become the Defense Secretary? IAS has consistently, and tactfully blocked other specialized services, or domain experts to head even specialized departments. Whose interests do IAS officers serve? Evidently, it is their own interest, and the interest of their clan. Every other specialized services such as IPS, IFS, IRS, and even the Defense services are affected by this one service - IAS. Undoubtedly, IAS is the colonial baggage that we are still hanging on to. The roots of IAS are from the Imperial Civil Service (later Indian Civil Service). In fact, it is not an accident that these IAS even as young Dist. “Collectors” live in the same luxury mansions that the British built for the ICS, mansions often built out of the blood, and tears of the Indian working class.   It is time to persuade states with dignity, states with ability, and knowledge to enact laws that allow lateral entry. What is the need for these generalists to administer affairs on our behalf even for some of the most mundane issues? I think the Central Govt is bringing about some changes to the IAS, and I welcome it. However, this is consistently being scuttled, or blocked by the IAS at various levels. Colonization is a process, not just an event in history. For India to be truly an independent nation, decolonization is a must. I think all government structures that uphold a colonial intent are criminal structures. And they are abhorrent to anyone born free. I hope India soon begins the process of dismantling the IAS, and least begin by taming the service. As a first step, states should allow specialists to take over their respective departments such as IPS becoming Home Secretaries, IFS becoming Foreign Secretary (in GoI), Forest Officer becoming Forest Secretary, and Defense Officer becoming Defense Secretary (in GoI). Often, it is said that India is run by PM, CM, and DM. The first two – Prime Minister, and Chief Ministers – are elected heads of the Govt. The last one, DM - the district magistrate, is an unelected officer of the Indian Administrative Service. If the country, and the states are run by elected officials, why are the districts run by unelected bureaucrats? So who is the real boss here? For this reason, the next logical step should be abolition of DMs, and replacing them with elected District Leaders, or even Parliamentarians. Even after 75 years of India’s independence, local self-governance in India still exists only on paper. The IAS, and the office of the DM won’t ever allow self-governance to happen. It is a direct threat for them. The DM’s would often cite law, and order as one of their domains. However, I strongly believe that upon the demolition of this DM structure, and replacing that with an elected body/structure, the responsibility of law and order along with the local police can be given to a judicial body. This I believe, would also pave way in making policing more autonomous. The bridge between people, and Government is always a politician. Only a politician goes back to people every 5 years. Taming the IAS, and eventually demolishing their structure can seed a change of a new India, and decolonization of the country at large.

@SriramMadras I am bit baffled at this argument. In private sector, there are two kinds of competencies - functional and leadership. For leadership positions invariable leadership competencies are given much higher weightage.

@arvindgunasekar Against the requirement of 40% IAS officers to be serving at center, only 18% are released by State.

@arvindgunasekar State administration is run by 4-5 blue eyed officers only. Sad that many of them are not allowed to pursue their career option in center because of whims of CMs. State are supposed to release 30% of officers for central deputation. In many states this ratio is less than 10%.

The proposed amendments to IAS (Cadre) Rules will make Centre more powerful & States voiceless in the deputation of officers. Centre can suo-motu order deputation of an officer from cadre and the States have to comply with that. It will be detrimental to the State administration.
