Very happy to be home attending the Nordic Baltic Forum, organised by the Rwandan Embassy to the Nordics and the Rwandan Embassy to the Baltics, together with HillsConnect and Remode, supported by RDB and TradeMark Africa. Grateful to the Ambassadors of Finland, HE Theresa Zitting, Norway, HE Tone Tinnes, Sweden, HE Dag Sjörgen, Deputy Head of Denmark Mission Peter Eilschow Olesen , Lydie Hakizimana , Honorary Consul of Latvia to Rwanda, and to the 250 participants who contributed to the rich and forward-looking exchanges during the forum. This platform continues to demonstrate its value as a space where companies, academic institutions, and public sector leaders come together to explore partnerships and strengthen collaboration between Rwanda and the Nordic–Baltic region. Building on the momentum of the first edition held last year, it is encouraging to see the good progress being made on the partnerships initiated during that first gathering. The forum continues to serve as a catalyst for dialogue that is now translating into concrete engagement across sectors. It is particularly inspiring to witness a growing number of new cooperations being forged between companies and academic institutions, working together on initiatives that serve societal needs and foster innovation, knowledge exchange, and sustainable development. Special thanks to the Ambassador of Sweden for the warm cocktail that beautifully closed the day, and sincere appreciation to HillsConnect, Remode, RDB, and TradeMark Africa for their valuable support. Looking forward to continuing to turn dialogue into impactful partnerships.

#DTW2025 | Day 3 - Public-Private Dialogue on Digital Trade and Trust On Day 3 of the Digital Transformation Week 2025, the program featured a high-level Public-Private Dialogue focused on accelerating digital trade and innovation through strong trust frameworks. The session brought together #public and #private sector leaders to explore how standards and trust mechanisms can unlock regional and global market opportunities. The dialogue was officially opened by Ernest Kayinamura, Chairman of the Board of the ICT Chamber, who thanked public and private sector representatives for their continued commitment to accelerating Rwanda’s digital transformation. He emphasized that trust is the currency of digital trade and encouraged companies and institutions to take advantage of the ongoing Trust Seal acquisition exercise to strengthen credibility and market confidence. During the session, participants were introduced to the GS1 initiative, positioned as Rwanda’s business gateway to global trade. #GS1 was presented as a standards system that integrates and boosts the visibility of Rwandan products in global commodity markets, enabling better traceability and international recognition. Participants were also briefed on the ongoing #TrustSeal acquisition exercise, another standards-based system designed to address compliance and confidence challenges for digital solutions and products. The Trust Seal was highlighted as a tool that simplifies company classification and vetting during procurement processes, making it easier for trusted businesses to compete fairly. Contributing to the discussion, Ngenzi Kirenga, Chief Digital Officer at @RwandaTrade , stressed that the time has come to move from principles to practice. He noted that standards are not just technical details but the foundation of digital trust. Without shared standards, trust remains subjective and difficult to scale. He called on stakeholders to elevate the Trust Seal and position it as a nationally recognized and trusted standard. Moderating the open discussion, Alex Ntale, CEO of the ICT Chamber, clarified that Trust Seals are not meant to replace existing standards but to provide visibility, consolidation, and confidence across the ecosystem. In her closing remarks, Hon. Paula Ingabire, Minister of @RwandaICT , emphasized that markets do not integrate out of goodwill but through standards. She explained that standards enable systems to communicate, institutions to trust each other, and markets to scale beyond borders. She highlighted that many local firms struggle not because they lack innovation, but because trust mechanisms are missing. She noted that losing tenders due to missing records is often a trust issue rather than a capability issue. The Minister concluded by stating that standards are not constraints but rails that help industries to move faster. What’s holding Africans back? President Kagame asked. Prof. Murigande told Kagame that the main reason is that African leaders don’t care about their people. They seek to enrich themselves — to eat, and to eat alone. The president agreed with him, but he pressed further, asking why this problem seems peculiar to Africa. Kagame doesn’t ask rhetorical questions. He has identified a problem and is involving Rwandans in finding a solution. Here’s my take: To overcome challenges like those faced by postcolonial societies, a people must rediscover a sense of collective self-worth. Usually, this comes from the memory of their past achievements— who they were as a people informs who they are and who they aspire to be. While Africa was not the only region to experience colonization, it is one of the few where colonialism either erased the memory of past greatness or created new countries with no shared memory of such greatness. Colonisation captured African minds. In that sense, although Africa was colonised last, it was colonised the worst. Colonial education deepened this alienation, distorting African aspirations, turning them from collective to individual. In the 1950s, the small group of “educated” African elites aspired to join the white world : the colonial administration. Today, with colonial education still intact and keeping African minds in chains, the elites it creates do not aspire to uplift their people; they aspire to join the global elite. They don’t seek to improve their own societies; they seek to escape from them. Accordingly, these elites measure their self-worth by: •how fluently they speak foreign languages, •which foreign schools they send their children to, •which foreign hospitals they can afford, •how many houses they build, and how much money they invest abroad. At the heart of this lies a quiet acceptance that Africans are somehow defective as a people, and that the only way to succeed is individually. Even those who once believed they could change things often abandon the quest for collective improvement once they grasp the scale of the effort it demands. The kind of heavy lifting required for real transformation breeds a sense of hopelessness, one that pushes people from collective ambition toward individual greed. So, the individual’s aspiration becomes to join the global bourgeoisie. But these are strategies of self-evacuation. They are attempts to flee backwardness by moving from the rural village to the capital, then on to the enlightened colonial metropolis, and ultimately to disappear into cosmopolitan anonymity - a form of self erasure rather than a search for self restoration. This journey became the measure of progress. Those who remain in Africa do so with one foot already out (through dual citizenship or close connections to the representatives of their desired metropoles) for themselves, and especially for their children. Although Kagame brings up this topic, it has been a theme he turns to whenever he notices that some ethic is creeping in amongst the leaders, only that this time he is more specific. For example, while he has been teaching agaciro as a form of mental decolonization, most people over the years understood agaciro merely as a material pursuit. Yet agaciro is, at its core, about retracing and reclaiming the memory of self-worth and therefore the basis for collective pursuit.
