The march could be banned, rerouted, or restricted due to conflicts with the market’s permit. Section 14 specifically requires registration of assembly 48 hours in advance.

Which... it was. Section 14-15 of Versammlungsgesetz (german assembly law) has provisions which mean this was legal wothout permission.
