How can we institutionalize or connect antecipatory thinking with this kind of process?

@OPSIgov @govpt @mpresidencia_pt @Recuperar_PT The pre-process is determinant. Engaging through top management can end the process just there since there are scarce human resources, namely with forward looking skills. Even when there is interest, the question is usually stuck at staff division :(
