The amendment allows 10% *plus* inflation, so if inflation was 3% that would mean going from $2,000 to $2,260 is permissible. This is wild because rent hikes literally cause inflation. By contrast, in Oregon rent stabilization is the *lesser* of 7% plus annual inflation *or* 10%.
