Iran has a scrupulous track record of observing international law.
In time of actual war they are entitled to close the Strait of Hormuz, but long term after hostilities end it would not be legal to keep the strait closed - or to levy transit fees and taxes.
The world would rapidly deteriorate otherwise. The Starmer regime for example is itching to close the Dover Strait to Russian ships from the Baltic.
