Useful to note Trump didn’t cut a single penny from the program used to track these things. Prior to the Trump admin, the reporting was mandatory, but actual monitoring wasn’t being done due to budget priorities. The Trump admin simply formally codified this unwritten policy: only focus on monitoring if there’s an outbreak, because cases of these particular diseases are so rare that we can’t afford to divert funds from the things that are actually killing people en masse.
