If you want to get technical, Takaba has Manzai force, not toon force. His curse technique essentially forces the enemy into the role of Tsukkomi. Completely different style of comedy, and much more dangerous.

If One Piece is gonna insist on making Toon Force gags then they need to study how Jujutsu Kaisen executed Takaba's Comedian cursed technique. Looking at the state of Gear 5 trying to be funny made me cringe a little. Then again One Piece's target demographic is younger.
