I get why the parents were concerned kids can be startled by anything unfamiliar but asking someone to leave because of their clothing crosses a line. A niqab is a personal or religious choice, and it doesn’t harm anyone.
So no, I don’t fully agree with the parents. The better approach would have been to help kids feel comfortable without targeting the woman.
