Twenty-five years of CBHI (Community-Based Health Insurance) - new reforms expand the benefits package to include specialised and high-cost services such as dialysis, cancer treatment & major surgeries, improving access to quality healthcare while ensuring the scheme’s long-term sustainability. #Mituweli25 “Previously, many people needed these services but simply could not afford them. With the revised premiums, access will improve and quality care will become more affordable for those who need it most.” newtimes.co.rw/article/33569/…

The year is ending. I am in a place of rare stillness — surrounded by birds, animals, forest, and the Nile. Only here do I feel my feet touch the ground. It has not been a year of quiet: disruption, strain, profound challenge. And yet, here, I can breathe…./1

Don’t be fooled – Tshisekedi is not that dumb; he has established an organized political and diplomatic chaos. National level As soon as Tshisekedi came to power, he became a friend with Rwanda while persecuting a large group of Rwandophone people in the DRC. He later drew Rwanda into conflict with the DRC by announcing that he wanted to change the regime in Kigali. He was able to use this rhetoric in his election campaign as a people mobilizing strategy. He mobilized FDLR combatants not because he needed them, but to provoke Rwanda into being concerned about its security. He adopted FDLR ideology as a means to create security threats to Rwanda. He mobilized many anti-Rwanda extremists around him, including Rwandan opposition leaders and other conspiracy theorists such as Charles Onana. Intenally, the more you hated Rwanda, the more chances one had to access lucrative interests or political privileges. He created an alliance with the president of Burundi based on the mythical ideology of the “Bantous versus Nilotics” - a perception that he is more aligned ethnically with Ndayishimiye and that the only way to sustain their regimes was to get rid of RPF influence in the region. Politically, he destroyed the FCC-CACH governance coalition. He divided the entire opposition, churches, and civil society. He arrested journalists and political opponents. He turned tribes against one another. Regional level Regionally, he joined the East African Community (EAC) while the DRC was already a member of SADC. After the resurgence of M23, he created a bilateral military cooperation with Burundi and invited EAC forces into the DRC while excluding Rwanda. He then invited Uganda to build a road link via Kasese to Goma and from Bunagana to Goma. In parallel with this infrastructure project, he was facilitating key FDLR leaders in the region and fueling animosity between Uganda and Rwanda. His security advisers suggested that he must create a war between Uganda and Rwanda on DRC territory as a strategy to weaken them. EAC forces and members fallen into this trap and accepted such manipulation and conflicts of interest. Tshisekedi later asked EAC forces to leave the DRC and kept the Burundian forces. While Burundi, Rwanda, and Uganda have security concerns in the DRC due to foreign armed groups operating there, Tshisekedi allowed Uganda and Burundi to operate in the DRC to address their security issues. However, he excluded Rwanda from doing the same. Tshisekedi not only successfully caused a division within the EAC, but also turned some countries against one another. Tshisekedi invited SADC, as the DRC has been a member since 1997. He promised South Africa key mineral deals. South Africa drew other SADC members into intervention in the DRC. He knew that Tanzania is also a member of SADC, which meant there were two EAC member countries that were also SADC members. A conflict of interest was created. Tanzania became a weak member within the EAC when it came to resolving serious issues in the DRC and became aligned with Burundi. SADC became involved in the DRC without consultation with the EAC. Within SADC, Angola, Zimbabwe, Mizambique and others protested against SADC's interventions. SADC naively engaged in the fighting, little knowing that they would be fighting alongside FDLR, Wazalendo, Romanian mercenaries, and Burundian forces. SADC also had a mandate to end M23 and change the regime in Kigali. Many South Africans died in Goma and others were tapped. Which created internal grievances in South Africa. Consequently, the situation caused a diplomatic war between Rwanda and South Africa. Not only did Tshisekedi cause conflict between SADC, the EAC, and within SA but he also divided EAC and SADC members and created a serious rift between South Africa and Rwanda. Regional peace mechanisms Regarding regional peace efforts, Tshisekedi adopted the Nairobi peace process with former President Uhuru Kenyatta as mediator. He also agreed to the Angola peace process between Rwanda and the DRC with President Lourenço as mediator. He later initiated talks with the US around a minerals deal in exchange for US military intervention in the DRC. The US realized how unrealistic such a deal was due to internal governance issues in the DRC. Tshisekedi abandoned the Luanda and Nairobi peace processes to create the Doha and Washington peace tracks. African country mediators were undermined and became unhappy, but they could not compete with greater financial power. In the meantime, Tshisekedi was speaking with Belgium. Belgium became upset that it had no role in DRC affairs. There was an initiative for national dialogue spearheaded by the Catholic Church. This process brought Belgium into the DRC conflict against Rwanda. Consequently, diplomatic relations between Rwanda and Belgium ceased. Tshisekedi continues to use Belgian mercenaries in the DRC conflict. Tshisekedi was able to create tensions between Africa and the West over DRC affairs. African level On the African continent, Tshisekedi has actively campaigned against Rwanda. He protested within La Francophonie, whose head is a Rwandan national. Its games in Kinshasa took place without the leader present, and there were several issues surrounding the entire process due to Rwanda and the DRC relations. In the Great Lakes Region Economic Integration Community, Tshisekedi isolated Rwanda from key decisions. He attempted to involve Chad in the conflict with Rwanda. Some other countries became ambiguous about these dynamics. Black mailing MONUSCO As Tshisekedi knew that MONUSCO was questioning the 2023 presidential elections, he initiated a campaign against MONUSCO. There were several violent attacks against MONUSCO forces accross the country. However, when the war with AFC became serious, MONUSCO tried to support the Tshisekedi government in whatever wrongdoing, provided MONUSCO was not asked to leave. Tshisekedi managed to create a partnership between MONUSCO, FDLR, and Wazalendo. The UN has not yet found this partnership problematic, as it was desperate to remain in the DRC. Tshisekedi exploited this manipulation to his advantages. Geopolitical strategy Tshisekedi has also invited Russia into the conflict in the DRC and withdrew from it when he realised that the US was not happy. He is also creating negative rivalries between China and the US. He protested against EU minerals deal with Rwanda, Visit Rwanda and summoned few ambassadors due to their countries military cooperation with Rwanda. Washington and Doha deals The Washington peace deal. Tshisekedi has been able to create confusion and false expectations within the Trump administration. The Washington peace deal concerns economic affairs, FDLR disarmament, and Rwanda’s cessation of preventive defense measures. The Doha process concerns the underlying causes of conflict between Congolese parties (AFC and the DRC government). Tshiskedi has managed to hide away the facts that he continued bombardments and serious violence agains civilians in South Kivu before, during and after the Washington deal. Furthermore, the Washington peace deal has now interfered with and taken over the Doha process. There is total chaos. The Qataris are not courageous enough to challenge these emerging dynamics. There is a risk that both the Doha and Washington peace deals will fail, as even Boulos, who was supposed to be the adult in the room, is singing the children’s song. Tshisekedi has successfully caused organised diplomatic chaos and serious conflict between countries. He is not dumb but a time bomb.
