THE LAST WORD | Andrew M. Mwenda | @AndrewMwenda And so it was that on August 11 we were in Kigali for President Paul Kagame’s inauguration. It happened that a well-known Rwandan with Ugandan roots hosted a wedding of his son in Kigali the previous day. It attracted a large contingent of Ugandan elites from Kampala. Some of them had never been to Rwanda; many had not visited the country in 20 years. A few of these Ugandan visitors used to be rabid Kagame critics. They used to tout me for being “in bed” with a “murderous dictator”. They had a deep-seated animosity towards the Rwandan president personally and terribly distorted views of post genocide Rwanda. So, it was thrilling for me to meet them in Kigali. Without exception, all of them were transformed by the reality they saw. It contradicted the deeply entrenched prejudices and biases they have about the country and its president. I listened in silent admiration as they told me the wonders they saw as they drove around Kigali, visited friends and sites and ate and drunk in restaurants and bars. But the thing that had the greatest impression of them was meeting Kagame personally when the president hosted them. They realised he is a very different man from the one they used to imagine. So, they talked, ate and drunk and took selfies with him in a relaxed way. It was classic road to Damascus as all the Sauls turned into Pauls. This brings me back to Brand Rwanda. The inauguration took place at the now refurbished 45,000-seater Amahoro Stadium. You could summarize the country Kagame has built right there. From the carpet used to cover (protect) the grass in the stadium and the way the words on it were written, to the immaculate lines of the Rwandan army and police, the new Rwanda was visible to all. The soldiers and police on parade were smartly clad in brand new uniforms, marching in step with precision as the crowd of Rwandan citizens in the stadium cheered them in loud admiration. Then the pretty young lady-ushers receiving and sitting guests and the security guys with their earpieces; all of them dressed and looked in a specific way, almost choreographed to project a particular image of this reborn nation. Kagame speaks after swearing in for another term. The inauguration took place at the now refurbished 45,000-seater Amahoro Stadium. That is Brand Rwanda; the image of the country that hits you from the time you land at the airport, it follows you as you drive to your hotel, up to the last place you visit. The road from the airport is clean, and in the middle is a boulevard. This has well lined palm trees and pruned flowers designed to reflect calm, beauty and elegance. On the side of the street is a pedestrian sidewalk and beyond it a retaining wall (Kigali is hilly so streets cut through them). The pedestrian sidewalk is better than anything you find in London and Paris, and the retaining wall is designed with pots and flowers that contribute to the beauty and elegance around you. As you drive, the police officer on the road is also clad in a starched uniform and polished boots, totally focused on his job and wearing an air of pride. The security barricades are manned by smartly dressed officers from the Republican Guard exhibiting confidence and yet are polite to all. By the road is a police patrol car: brand new, clean and clearly marked. Everywhere as you drive from the airport to your hotel, you are fed on a particular image of Rwanda that penetrates your mind: this is a country on the move: this is not the Africa of potholed roads, of broken or missing pedestrian sidewalks, of shabby potbellied policemen, poorly dressed soldiers looking idle and disorderly that you encounter in many an African city. This is a country whose leaders and people know where they are going.

In 1931, two psychologists, Winthrop and Luella Kellogg, began an experiment to see if a chimpanzee could learn human behavior by raising it with their own baby. The idea was to see if the chimp, named Gua, would learn to walk upright, speak, and engage in other human-like activities. For the first few months, the experiment was going well. Gua learned to mimic some of the actions of Kelloggs' son, Donald. However, after 9 months, the Kelloggs were forced to cancel the experiment. It turns out that Donald was beginning to behave like an ape himself, mimicking Gua's behaviors and even attempting to communicate with grunts and other animal-like sounds.

The 'Foolish Man' and his mega refinery complex Some years ago, Aliko Dangote, Africa's richest man invited media leaders to a luncheon at then Protea Hotel in Ikeja to mark his 55th birthday. Some of his guests sat around him at the centre table. They chatted freely. Discussions about our country, the state of the economy soon veered into discussing the absurdity of our country, being a major crude exporter, and also a major importer of refined petroleum products. Our colleague from a major business paper said the local conditions were unfavourable to any investor who wanted to build a refinery. He then made a remark that I believe he would live to regret: "Only a foolish man will build a refinery in Nigeria". Aliko who had listened to all our business and political pontifications, interjected: "I am that foolish man". A pin drop silence enveloped the table as he dropped the unexpected news: "My company has just decided to build a refinery in the country. But we are doing it big". Those were his exact words, as the multi-dollar billionaire told us he was willing to spend close to $9 billion on the project. The media big man became speechless. The rest of us caught the contagion of being flummoxed as well, as Aliko expatiated on the project. He said it will be a petrochemical complex. As the project was still on the drawing board, he did not tell us it will be the biggest refinery in the world, capable of processing 650,000 barrels of crude daily. All the hint he gave was that it will be 'big'. Our takeaway was that it will be big like Aliko's involvement in cement, sugar, pasta and other businesses. He didn't say it will include a fertiliser plant and a power plant that can supply enough electricity to Nigeria's South West, excluding Lagos. Initially billed for Ogun State, the Dangote Petroleum Refinery surprisingly shifted location to Lagos, just opposite the creek separating the two states. Governor Dapo Abiodun may want to probe his predecessor, Ibikunle Amosun, why he allowed the complex to move to neighbouring Lagos. The gigantic project is now sitting in all majesty in the Lekki Free Trade Zone in Ibeju-Lekki, covering a land area of approximately 2,635 hectares, seven times the size of Victoria Island. The complex is the world’s Largest Single-Train 650,000 barrels per day Petroleum Refinery with 900 KTPA Polypropylene Plant. It comes with a 435 MW Power Plant, which will be able to meet the total power requirement of Ibadan DisCo of 860,316 MWh covering five States including Oyo, Ogun, Osun, Kwara and Ekiti. The refinery, according to its fact sheet, can meet 100% of the Nigerian requirement of all refined products, including Gasoline,Diesel, Kerosene, and Aviation Jet. It will also be able to produce surplus of each of these products for export. Designed for 100% Nigerian Crude, the refinery has flexibility to process other crudes. No wonder it is located near the sea shore. Today President Muhammadu Buhari commissioned the gigantic petrochemical complex. Just as we rejoice with Aliko Dangote and the Dangote Group family, we need to give kudos to the Buhari administration for ensuring that the complex comes to fruition, by ensuring that it was not starved of needed foreign exchange and taking a stake in it. For Aliko, all is well that ends well. The complex will bring to an end our country's many decades of shame, for being unable to refine its crude and having to depend on importation, wasting scarce forex. The 'foolish man' of 11 years ago has demonstrated once again that he is a man of wisdom, a peerless shrewd investor who sees clearly the 'bigger picture', when his compatriots are bogged down by parochialism and immediate monetary gains.
