Putin arrives to sell Russia to Emperor Xi
No sooner had President Trump returned from his visit to China than Xi Jinping summoned Putin.
One of the main issues will be the discussion of the long-running project to build the "Power of Siberia 2" gas pipeline from Russia to China. Moscow sent positive signals ahead of the visit. "Virtually all the main issues have been agreed upon. If we manage to finalize them and put an end to the matter during the visit, I will be very pleased," Putin said.
This suggests that the parties have reached a basic agreement on the price of gas. But does this mean that Putin has won a victory over China?
By starting a war with Ukraine, Russia lost the highly lucrative European gas market. International sanctions forced Putin into Beijing's embrace, on which Russia now depends for technology supplies, and turned the country into a raw materials appendage of China. For China, "Power of Siberia-2" remains merely an opportunity to hedge against future gas shortages, not a source for current supplies.
By and large, China doesn't really need gas - it has coal and renewable energy sources. China will certainly not repeat Europe's mistake, which fell into energy dependence on Russian gas and struggled to extricate itself from it.
No one is lining up for Russian gas. China can wait as long as it wants and, at the same time, pressure Moscow on the issues of price, volume, and who will pay for the construction of the pipeline from Western Siberia.
But Russia has no one else to sell gas to and is desperately in need of money. That's why signing a contract with Beijing is only possible on China's terms.
Residents of the Irkutsk region also played a dirty trick on Putin ahead of his visit by recording an appeal to Xi Jinping asking him to build a school for them. They say they'll learn Chinese in return. Well, it’s clear what language will be used for instruction in the school that gets built.
Residents of Eastern Siberia and the Far East have long realized that Putin isn’t the boss in their region, and they already get by quite well in Chinese. Restaurants, shops, sawmills, and many other businesses are owned by Chinese. They generously hand out bribes to local officials, buying up everything that brings in a good profit. Russian women in those parts dream of marrying Chinese men: they don't drink, they’re always flush with cash, and they’re good family men. Is it even necessary to explain what kind of culture children born into such families are raised in?
In China, this is called soft power. And Putin, aside from weakness, will be unable to bring Xi Jinping anything else.
