@VoteSalmon That is a good point, but the world was very different and less litigious then. The paper ballots used were also all cast on election day at designated polling locations, not mailed, messengered, etc.

@bmnlaw Interesting point but also not totally accurate... voting machines were rarely used until 1940 when they were mandated for some counties (and everywhere else shortly after). So for ~60 years, nearly all elections used paper ballots. The next ~70 years until 2009, you're correct.

I generally agree with @VoteSalmon here, but elections were primarily held on machines years ago. Paper ballots were the exception and have now become the rule, which makes recounts more complex and subject to protracted litigation. On machines, all you did was recheck the numbers and a handful of absentee and emergency ballots.
