România a votat în favoarea Acordului comercial dintre Uniunea Europeană și statele Mercosur, din care fac parte Argentina, Brazilia, Paraguay și Uruguay, după ce am negociat, alături de alte state europene, elemente suplimentare de protejare a producătorilor români și europeni, cu precădere în sectorul agricol. Prin acest Acord, care va duce la crearea uneia dintre cele mai mari zone de liber schimb din lume, țările europene își cresc prezența într-o regiune comercială importantă, iar România va avea astfel oportunitatea de a exporta produse scutite de taxele vamale ridicate care erau aplicate până în prezent. Am fost implicat activ în ultimele săptămâni în negocieri cu ceilalți lideri europeni, astfel încât România și UE să aibă beneficii comerciale în sectoare economice importante, dar în același timp să fie susținuți fermierii români și comerțul cu produse agro-alimentare. Pentru sectoarele agricole sensibile, am obținut, în urma discuțiilor succesive cu omologii europeni, o serie de concesii importante față de forma inițială a Acordului. Acordul cu Mercosur prevede eliminarea taxelor vamale pentru 91% din toate produsele importate din UE, iar România va putea exporta avantajos produse din sectoare importante precum echipamente de transport, în special componente auto, aparate și dispozitive mecanice și electrice, produse metalice, materiale textile. Totodată, noul Acord va genera și creșterea exporturilor de servicii din România către Mercosur și va spori accesul țării noastre la materii prime critice, un aspect esențial din perspectivă strategică, pentru că se reduce astfel dependența de alte surse care pot folosi această dependență ca instrument de presiune politică. Diminuarea considerabilă a taxelor vamale la importuri oferă oportunități și sectorului agro-alimentar românesc. Dintre indicațiile geografice europene care vor fi protejate pe piețele Mercosur, 15 sunt produse agricole românești. Sunt prevăzute limitări ale liberalizării, prin limitarea cantităților care pot fi importate la tarife vamale reduse - la carne de vită maximum 1.5% din producția anuală a UE, la carne de pasăre 1.3%, iar tot ce depășește aceste cantități va fi importat cu tarifele vamale în vigoare astăzi. Totodată, a fost inclusă o măsură suplimentară de protecție prin introducerea clauzei bilaterale de salvgardare, care funcționează de fapt ca o frână de mână ce poate fi activată oricând importurile unui produs cresc brusc și pun în pericol producătorii autohtoni. Adică, facem comerț, dar ne și protejăm când e cazul, inclusiv prin impunerea respectării standardelor UE de producție pentru produsele agroalimentare importate. În privința pesticidelor sau a altor substanțe, totul trebuie produs la standardele înalte ale UE pentru a putea fi importat aici. În plus față de conținutul Acordului, inclusiv ca urmare a solicitărilor României de adoptare de măsuri la nivelul UE pentru susținerea propriilor fermieri, Comisia Europeană va devansa pentru Politica Agricolă Comună o sumă adițională de până la 45 de miliarde euro din marja de flexibilitate. În concluzie, prin scăderea taxelor vamale, România va câștiga noi piețe pentru exporturi, iar agricultura noastră este protejată. Acest Acord negociat de UE este o oportunitate pentru România.
