The fragile Iranian army and IRGC command will continue to remain unified and capable as long as there's communication ability and an appearance of unity of the Iranian regime. The first goal currently should be to remove the heads wherever possible. Second, destroy alternative command and control nodes including civilian if necessary (they're not being used anyway by civilians and they can be rebuilt). Then you must go for the finances. The US must not cower in fear of China as that shows weakness and lack of will to commit (they'll surely take Taiwan if this continues). They can temporarily replace their oil elsewhere, or the US can make a short term deal with them. Then the US must seize Kharg Island and completely starve the regime of finance. Continually target checkpoints and regime assets. Within a few weeks, splinters will form, vast number of desertions will happen, and new factions who will oppose the regime will take control who the people can support. This is the only way forward that will actually collapse the regime and permanently take care of the problem for good, IMO.
