I concluded my engagements at the Munich Security Conference with a meeting with German Foreign Minister Johann Wadephul. We affirmed the excellent momentum for stronger bilateral ties, Germany’s engagement with ASEAN, and growing PH-Germany cooperation as partners for peace, development and multilateralism.

Honored to have a frank discussion at the 2nd EU-ASEAN Roundtable in Jakarta org by @CSISIndonesia & @KASIndonesia on the strategic priorities of the 🇵🇭 ASEAN Chairmanship. It was great to reunite with Ambassador @sujiseam , Dr @pjvermonte , & Prof Anwar.

I would like to express my gratitude to the @KASonline Konrad-Adenauer-Stiftung and @braun_daniela for inviting me to participate in the Nairobi Security Conference 2025. During the event, I had the opportunity to challenge the prevailing narrative among African academics, policymakers, and civil society representatives — that the escalating tensions in the South China Sea are primarily the result of great-power competition between the People’s Republic of China and the United States. I stressed that the root cause is not U.S. provocation but rather the PRC’s expansive and unfounded claim — based on the so-called nine-dash line (now ten-dash line) — to nearly the entire South China Sea, a claim that blatantly violates the United Nations Convention on the Law of the Sea. I further highlighted that the tensions stem directly from the PRC’s aggressive actions: the repeated deployment of the PLA Navy, China Coast Guard, and the Chinese Maritime Militia into the exclusive economic zones of the Philippines, Vietnam, Malaysia, Brunei, and, to a certain extent, Indonesia. Finally, I emphasized that the Philippines is leading transparency initiatives in the West Philippine Sea not to provoke China, but to ensure the international community clearly sees that it is the PRC that persistently violates international law and undermines the rules-based order.

𝓐𝔂𝓸𝓷 𝓼𝓪 𝓣𝓻𝓮𝓪𝓽𝔂 𝓸𝓯 𝓦𝓪𝓼𝓱𝓲𝓷𝓰𝓽𝓸𝓷, #𝓐𝓽𝓲𝓷𝓐𝓷𝓰𝓦𝓮𝓼𝓽𝓟𝓱𝓲𝓵𝓲𝓹𝓹𝓲𝓷𝓮𝓢𝓮𝓪 On this day 125 years ago, Spain and the United States of America (USA) signed a treaty which clarified the territory of the Philippine archipelago. It states that Spain cedes to USA "any and all islands belonging to the Philippine Archipelago, lying outside the lines described in [the Treaty of Paris]." This treaty serves as legal basis for the Philippines' ownership of Bajo de Masinloc (Scarborough Shoal) and Kalayaan Island Group (Spratlys), which both appears in the 1734 Carta Hydrographica y Chorographica de las Yslas Filipinas and the 1875 Carta General del Archipielago Filipino. The latter was reissued by the Americans in 1898, 1900, 1901, and 1902 with minimal modification. The Treaty of Washington was among the international documents mentioned as the basis of Philippine territory in the 1935 Constitution of the Philippines.
