The concept of algorithmic stablecoins is how we get nation states off of fiat currencies. It's the gold standard of the digital age. Use a deflationary cryptocurrency like bitcoin or ada to collateralize a stable coin that's use as a national currency.

Probably impossible to audit externally the client deposits, but surely a lot of this panic goes away if there is a dashboard that says “FTX USDC cold wallet: $4947373828829393” with a signed message proving the addr is owned by the exchange

Suppose you actually had a trustworthy state. How would it regulate?
Ideally, it'd just specify a bounding box. Eg: your cash must be above C1 & your debt must be below D2. If so, then you are automatically compliant.
This may soon be possible on-chain.
