ASSC has responded, warning that while the figures track applications and approvals, they do not reflect the real-world impact of the licensing regime on small tourism businesses across Scotland. As Fiona Campbell MBE, CEO of ASSC, said: “These statistics measure bureaucracy, not outcomes. They tell us how many forms have been processed, but they tell us nothing about the devastating real-world impact this regime has had on small tourism businesses across Scotland.” The data does not show the cumulative impact of licensing and wider planning restrictions, including: • Business closures • Reduced investment confidence • Rising compliance costs • Ongoing uncertainty across the sector We argue the data measures administrative activity, not policy outcomes, and does not demonstrate meaningful improvements in areas such as housing supply or affordability.
