In reality North India is Underrepresented whereas South India is over represented. For eg:-
Rajasthan — 2011 population 6 करोड़ 85 लाख। Lok Sabha seats: 25।
Karnataka — 2011 population 6 करोड़ 11 लाख। Lok Sabha seats: 28।
Rajasthan की population 75 लाख ज़्यादा। पर seats 3 कम।
Madhya Pradesh — 7 करोड़ 26 लाख। Seats: 29।
Tamil Nadu — 7 करोड़ 21 लाख। Seats: 39।
MP की population TN से ज़्यादा। पर seats? 10 कम। दस!
प्रति MP कितने लोगों को represent कर रहा है?
Rajasthan: 27.4 लाख per MP
Bihar: 26 लाख per MP
UP: 25 लाख per MP
Tamil Nadu: 18.5 लाख per MP
Kerala: 16.7 लाख per MP
Kerala का हर MP, UP के MP की तुलना में लगभग आधे लोगों को represent करता है। तो एक Kerala voter की vote UP voter से 1.6 गुना ज़्यादा valuable है?
ये "one person, one vote, one value" कहाँ है?
और इस disparity का real-world impact? MPLAD Member of Parliament Local Area Development Scheme। हर MP को विकास कार्य के लिए साल में 5 करोड़ रुपए मिलते हैं। ये allocation irrespective of constituency population है।
यानी 16.7 लाख लोगों वाले Kerala के constituency को उतना ही fund मिलेगा जितना 27.4 लाख वाले Rajasthan के constituency को।
Per-capita MPLAD spending छोटी constituencies में लगभग double है बड़ी constituencies के मुक़ाबले। ये disparity है या नहीं?

The delimitation debate is being framed as “penalising” southern states. That is factually incorrect. No state is losing seats. Every state gains. This is not redistribution, it is expansion with calibration designed to increase representation without abruptly disturbing the existing balance. The argument of penalising of southern states is also weak as Penalisation implies loss. There is none. The real question is whether a growing democracy can expand representation while maintaining federal sensitivity. This model attempts exactly that. Calling it unfair is not constitutional reasoning, it is political positioning/political posturing.
