Reminder, the Prop 47 $950 felony threshold for shoplifting in CA is actually still pretty strict. Here in TX, for example, it's $2,500. The issue isn't that definitions or sentences for crime are too lax in CA — the issue is these gangs just don't fear they'll be caught at all.

While I'm not opposed to Prop 36, there is no way this wasn't already a felony under existing CA law. I worry there's too much focus on sentencing and not enough on enforcement, which is the real issue many CA cities are weak on right now.
