The proposed NARA Bill raises serious concerns. It gives sweeping power over billions in public resources, yet lacks proper oversight, accountability, and clear governance. Even more troubling, it opens the door for political interference in decisions that should remain independent. Jamaica deserves better. We support development but it must be done right, with transparency and accountability at its core. This bill, in its current form, cannot be supported. Getting this before a Joint Select Committee with a 60 day mandate can get this turnaround within a short time frame.

I have identified two years in which Jamaica recorded over 300 people killed by the security forces: 1984 (354) and 2010 (307). It is particularly troubling that 50% of planned operations result in fatalities, precisely the context in which pushback has been strongest against calls for body-worn camera (BWC) deployment. The claim that “nowhere else in the world does law enforcement use BWCs during high-risk arrest warrants” should be firmly dismissed. While BWCs should be standard in everyday policing such as beat patrols, their necessity in planned PPOs is clear.

111 people killed by security forces in just 116 days. That’s 5 more than the same period last year. 2025 ended with 311 fatalities — the highest total in nearly 15 years. When planned operations make up 50% of these deaths, the question remains loud and clear: Where are the body-worn cameras in these operations? Transparency cannot be optional. BWCs protect both officers and citizens.

A close relative of the bystander who was shot and injured during Sunday night’s shooting at the Ranny Williams Entertainment Centre has revealed that his condition is much more serious than initially reported. 100 years of life. A lifetime of service. Today, we celebrate Dr. Mavis Gilmour on her 100th birthday. Before entering Parliament, she was a pioneer in medicine as the first woman surgeon in the Caribbean. This background in healthcare preceded a long career in public office focused on building national institutions. As Minister of Education and later Minister of Social Security during the 1980s, Dr. Gilmour led the expansion of the Jamaican school system and managed the country's social safety nets. Her work included advancing consumer affairs and social protection programmes to support people across our island. From the operating theatre to the Cabinet, her journey has been defined by "service above self." Today, Jamaica recognizes her contributions to our national systems and celebrates a full century of her impact. Happy 100th Birthday, Dr. Gilmour.
