I hate to tell you it's not one-sided. Landlords also hold tenants hostage, antara property to collect money from section 8 after clean move outs. Landlords play this game to received checks from section 8 upon move out, don't be so sure that's the tenant. I don't think the landlord has to prove it, it's just stated and they get a check which is also a bad policy. Landlords beat the system all the time, their mouth is not a prayer book.
