The Concourt ruling is clear, ‘the report is referred to the Impeachment Committee’.
He must go to the Concourt to interdict that referral, otherwise the impeachment proceeds in spite of a frivolous review application at the High Court.

The review application by the President of the Republic of South Africa, is a review of her legislative authority to execute accountability over the executive, and therefore, she must defend that mandate when it is taken under judicial review.
