Yes, it's substantially true. Montreal's largest school board (CSSDM) recently lost more than 100 support staff (around 150 total non-compliant) who refused to remove religious symbols like hijabs. This follows Quebec's Bill 94, which expanded the secularism ban to all school roles interacting with students (e.g., lunch monitors, special ed techs). Some were fired, others quit.
