This highlights the irony of two former medical intern leaders now in top health roles enforcing unpaid or reduced-pay internship policies. Dr. @JaneRuth_Aceng (1994 intern strike leader over food) recently handed over as Health Minister to Dr. @CHRISBARYOMUNS1 (1995 strike leader over low pay), both now positioned as 2026 decision-makers defending no-pay rules for interns. Uganda's 2026/27 budget omits funding for intern allowances starting August, prompting protests as the government reviews support for privately sponsored interns while public hospitals face staffing shortages.

The implication of this ill-informed government decision/policy is that it unfairly treats medical interns from public and private universities that were under different funding arrangements during MBCHB training. Graduate interns are not students. So all graduate interns posted to health facilities for internships should be treated the same by the government. If this is not addressed, we are going to see increased death due to lack of services in public health facilities. Medical interns have the capacity to withhold their labour.

Chris Baryomunsi has cleared the air on reports that the government has scrapped medical interns’ allowances, saying the allowances have not been fully removed as widely reported. “The students who are on government sponsorship, like those at Makerere, Mbarara, Gulu, and Kabale universities, will proceed with their internships with full support from the government.”
