It would suggest that government briefings on UFOs/UAP are no longer confined exclusively to physical objects, anomalous craft, propulsion systems, crash retrieval programs, or sensor-confirmed aerospace events. Rather, members of Congress are allegedly being exposed to claims concerning the relationship between consciousness and contact itself. That would represent a significant conceptual expansion of the issue. The Phenomenology question would no longer sit comfortably within the limited framework of aerospace anomaly analysis. It would enter a far broader ontological domain, one in which experiencer testimony, historical remote viewing programs, CE-5-style claims, psi research, religious encounter narratives, and Vallée-style control system theories begin to converge.
