While captains definitely grow into their roles over time, the Soul Society actually has incredibly strict rules about who is even allowed to take that leap. ​If you are a lieutenant in a squad, you are by default the strongest in that squad after your captain. If you want to be a captain, you will have to pass at least one of the three distinct methods established by the Soul Society for a Shinigami: ​1. The Captain Proficiency Test ​This is the most common and standardized method. The candidate must demonstrate the ability to perform Bankai. This test must be witnessed and approved by at least three existing captains, one of whom must be the Captain-Commander. ​2. The Personal Recommendation ​A candidate can bypass the Bankai demonstration if they secure an overwhelming recommendation from their peers. This method requires formal recommendations from at least six captains and formal approval from three of the remaining seven. ​3. Trial by Combat ​This is the most violent and rarely used method. An aspiring captain can challenge an existing Captain to a one-on-one duel and kill them in battle. This fight must be witnessed by no less than 200 members of the captain's squad. Kenpachi Zaraki famously attained his rank using this method. ​Because Bankai is a hard requirement for the standard test, it creates a massive power bottleneck. A lieutenant can't just be "pretty good" and fill a stop-gap vacancy; if they don't have Bankai or an overwhelming political backing from the other captains, the seat legally stays empty, no matter how desperate the squad is for a leader.

The same way they recovered after losing 3 captains in the Quincy war . They simply promoted lieutenants to captain, and third seats (or strong seated officers) to lieutenant. The Gotei 13 has always been very structured and hierarchical like that losses create openings that get filled from within the ranks quickly. It's how the system is designed to keep functioning even after heavy casualties.

@AW_vegeta_fan @DBZdaily_ Bizarrely he isn't. Even in video games, M8 Broly is above their SSJ2 forms. M10 Broly would decimate him like he did Gohan. Vegeta also didn't get drastically stronger in 7 years like fanboys believe (though I get it). He was stronger, but still relative, to SSJ2 CellSaga Gohan.

On the whole, good on that cop for taking up the initiative instead of just standing with his hands in his pockets. He put the wet stuff on the hot stuff. Could be dangerous if he didn't know what kind of fire it was, but he was keeping the heat down and keeping the fire from spreading. I wouldn't say it was 100% necessary, that fire wasn't going to get out of control in that 20 seconds it took to get the gate open, but back pats for trying.
