1. Severity of the crime suspected. 2. Whether the perp posed a threat to the officers or bystanders. 3. If the suspect is actively resisting arrest or trying to evade. You only need one of these for force to be justified. Keep in mind this is also a traffic stop, Pennsylvania v. Mimms says you must exit your vehicle when an officer orders you to do so and he doesn't need a reason or have to tell you why or explain anything. A suspect sitting in a car, moving around, being non-compliant, refusing to exit the vehical when ordered to do so can easily be considered a realistic threat. There is a reason the guy in the video didn't have dozens of lawyers begging to file a lawsuit on his behalf pro-bono until a settlement was reached. The only reason the charges were dismissed is because woke acitivist posing as judges have infested the legal system.

She was later promoted, but think she was also reprimanded after this incident. But no case was filed against the PD and both officers moved on and up in their career

Courts treat this the same way as ordering you out of the vehicle (allowed under U.S. Supreme Court precedent
