Because SEQRA presumes that all new multifamily housing may pose a "significant adverse environmental impact", this project is required to undergo a lengthy environmental review. This review adds cost and time to new apartments, increasing costs by 10% ($40-80k), per @CBCNY.

My new report on the City Prelim recommends the City increase the FY2027 General Reserve at $1B. And goes without says, do not use the rainy day fund or the retiree health benefits trust. cbcny.org/research/false…

CLCPAs 2030 goal is like a new runner saying they're going to run a 5 min mile. Nice sounding but useless. An 8 minute mile? There's a training program for that. Set ambitious but achievable goals & design programs to meet them. @GovKathyHochul on the right track here.

Gov. Hochul, speaking with @NickReisman at a Politico event, is going off on NY's 2019 climate law, which she's looking to roll back. "I need more time," Hochul said, suggesting she's looking to push back the state's 2030 (and perhaps 2050?) emissions goals.

Ultimately, it’s all about finding smart savings. Relief from class size mandate, ($1B) and adjusting school funding for declining enrollment ($400m), consolidating union welfare funds ($200M), holding steady on FHEPS ($330m) there’s more, it all counts.
