امریکی صدر ڈونلڈ ٹرمپ کے دورہ چین کے موقع پر گوگل کے سی ای او ٹم کک اور ایکس کے سی ای او ایکن مسک کے درمیان بیٹھی یہ خاتون کون ہیں؟ تفصیلات جان کر آپ حیران رہ جائیں گے تحریر و تحقیق : مسعود چوہدری آج کی دنیا میں طاقت کی کئی شکلیں ہیں۔ کسی کے پاس ایٹمی ہتھیار ہیں، کسی کے پاس ڈالر کی طاقت، کسی کے پاس میڈیا کا شور، اور کسی کے پاس سیاسی اثرورسوخ لیکن ایک طاقت ایسی بھی ہے جو خاموشی سے قوموں کی تقدیر بدل دیتی ہے۔ یہ طاقت صنعت، محنت، تعلیم، ٹیکنالوجی اور اجتماعی قومی وژن کی ہے۔ آج اگر چین دنیا کے سامنے ایک معاشی دیو بن کر کھڑا ہے تو اس کے پیچھے صرف حکومت نہیں، بلکہ کروڑوں عام چینی شہریوں کی دہائیوں پر محیط محنت، نظم و ضبط اور قومی ترجیحات کی کہانی ہے۔ دنیا کی تاریخ میں شاید ہی کوئی ایسی مثال ملتی ہو جہاں ایک ملک نے تقریباً 77 سے 80 کروڑ لوگوں کو غربت سے نکال کر متوسط طبقے کا حصہ بنا دیا ہو۔ یہ صرف اعداد و شمار نہیں، یہ کروڑوں گھروں میں جلنے والے نئے چراغوں، بھوک سے نکلنے والے بچوں، تعلیم حاصل کرنے والی نسلوں اور فیکٹریوں سے نکل کر عالمی بورڈ رومز تک پہنچنے والی کہانیوں کا سفر ہے۔غالباً 2008 میں راقم نے جس سائینو ماڈل پر تحاریر لکھیں آج اسکے عملی اثرات ہم سب کے سامنے ہیں لیکن کہانی ابھی ختم نہیں ہوئ بلکہ شروع ہوئ ہے۔ ژو قونفی انہی کہانیوں میں سے ایک ہیں۔ وہ خاتون جو امریکی ٹیکنالوجی دنیا کے دو بڑے ناموں، ٹم کُک اور ایلون مسک، کے درمیان بیٹھی دکھائی دیں، کبھی چین کے ہونان صوبہ کے ژینگ ژن کے ایک غریب گاؤں کی لڑکی تھیں۔ انہوں نے غربت کے سبب پندرہ برس کی عمر میں تعلیم چھوڑ دی۔ فیکٹریوں میں شفٹیں کیں، دھول، گرمی اور مشقت دیکھی۔ مگر چین کے بدلتے معاشی ماڈل نے ان جیسی لاکھوں خواتین کو صرف مزدور رہنے پر مجبور نہیں کیا بلکہ انہیں آگے بڑھنے، کاروبار کرنے اور عالمی سپلائی چین کا حصہ بننے کا موقع دیا۔ یہاں ایک بنیادی فرق سمجھنے کی ضرورت ہے۔ بہت سے ترقی پذیر ممالک میں غریب آدمی کی پوری زندگی صرف زندہ رہنے کی جنگ میں گزر جاتی ہے۔ اس کے پاس خواب دیکھنے کا وقت نہیں ہوتا۔ لیکن چین نے اپنے لوگوں کو صرف سبسڈی نہیں دی، بلکہ انہیں صنعتوں، انفراسٹرکچر، برآمدات، ٹیکنالوجی اور مارکیٹ سے جوڑا۔ ایکو سسٹم فراہم کیا جس نے برابری کی بنیاد پر پوری قوم کو مواقع فراہم کیے۔ یہی وجہ ہے کہ ایک چھوٹے اپارٹمنٹ میں شیشے پر پرنٹنگ کا کام کرنے والی لڑکی بعد میں”لینز ٹیکنالوجی “ جیسی ملٹی بلین ڈالر کمپنی کی مالکن بنیں، اور پھر وہ وقت آیا جب ایپل جیسی کمپنی بھی اسکی محتاج ہوگئ۔پاکستان نے پانڈا بانڈ کی مدد سے 8 ارب یوآن اکٹھا کیا جبکہ لینز ٹیکنالوجی کم از کم 75 ارب یوآن کا سالانہ کاروبار کرتی ہے۔ یہ تصویر صرف ایک عشائیے کی تصویر نہیں ہے۔ یہ دراصل عالمی طاقت کے توازن کی بدلتی ہوئی علامت بھی ہے۔ ایک طرف امریکہ کے سرمایہ دارانہ نظام کے نمائندے ہیں، جبکہ دوسری طرف چین کا وہ ماڈل کھڑاہے جس نے کروڑوں غریب لوگوں کو عالمی معیشت کا فعال حصہ بنا کر ثابت کر دیا ہے کہ اگر سمت درست ہو تو خوشحالی و ترقی چند سالوں سے زیادہ کی مسافت پر نہیں کھڑی۔ مغرب نے طویل عرصے تک چین کو صرف”سستی لیبر “ کے طور پر دیکھا، لیکن آج وہی چین مصنوعی ذہانت، الیکٹرک گاڑیوں، چِپس، خلائی ٹیکنالوجی اور مینوفیکچرنگ میں دنیا کو چیلنج کر رہا ہے۔ سب سے اہم بات یہ ہے کہ چین نے اپنی ترقی کو صرف چند شہروں تک محدود نہیں رکھا۔ ہزاروں دیہات، سینکڑوں غریب اضلاع اور کروڑوں دیہی باشندے اس تبدیلی کا حصہ بنے۔ یہ وہ پہلو ہے جسے اکثر ہمارے خطے میں نظرانداز کردیا جاتا ہے۔ ہم ترقی کو صرف بڑے شاپنگ مالز، سڑکوں یا ہاؤسنگ سوسائٹیز سے ناپتے ہیں، جبکہ اصل ترقی وہ ہوتی ہے جو غریب آدمی کی زندگی بدل دے۔ چین کی کامیابی کا مطلب یہ نہیں کہ وہاں مسائل ختم ہوگئے ہیں۔ وہاں بھی معاشی دباؤ ہے، کم آمدنی والے طبقات موجود ہیں، اور سخت ریاستی کنٹرول پر تنقید بھی ہوتی ہے۔ لیکن اس حقیقت سے انکار ممکن نہیں کہ چین نے غربت کے خلاف جنگ کو قومی مشن بنایا، اور پھر پوری ریاستی مشینری کو اس مقصد کے لیے استعمال کیا۔ آج دنیا کے کئی ممالک”نیٹ ورکنگ “،”برانڈنگ “ اور”موٹیویشنل تقریروں “ کے پیچھے بھاگ رہے ہیں، جبکہ چین نے خاموشی سے فیکٹریاں لگائیں، بندرگاہیں بنائیں، مزدوروں کو تربیت دی، انفراسٹرکچر کھڑا کیا اور اپنے لوگوں کو عالمی معیشت میں جگہ دلائی۔ ژو قونفی کی کہانی دراصل ایک فرد کی نہیں، ایک نظام کی کہانی ہے۔ وہ اس بات کا ثبوت ہیں کہ جب ایک ریاست اپنے عوام کو مواقع دیتی ہے تو فیکٹری فلور پر کام کرنے والی لڑکیاں بھی ایک دن عالمی طاقتوں کے درمیان بیٹھتی ہیں، اور دنیا کے امیر ترین لوگ ان کی کمپنیوں پر انحصار کرتے ہیں۔ قومیں نعروں سے نہیں، سمت سے بنتی ہیں
