He underscored the reluctance of law enforcement agencies to probe households providing shelter to terrorists due to political pressures, resulting in impunity for culprits. Swain condemned the glorification of terror acts and the lack of accountability for those inciting youth towards terrorism. He delved into the socio-economic dynamics driving youth towards terrorism, citing instances where poverty and lack of education made joining terrorist ranks an enticing shortcut to perceived glory. Swain lamented the failure to investigate institutions and individuals propagating extremist ideologies, which facilitated the recruitment of vulnerable youth. Addressing the issue of political parties contributing to the perpetuation of the terror ecosystem, Swain expressed dissatisfaction with the lack of concerted efforts to disrupt terror financing, logistics, and narratives. He called for a courageous leadership willing to distinguish between perpetrators of violence and innocent civilians, emphasizing the moral obligation to uphold truth and justice. Furthermore, Swain outlined the implementation of a new reward policy aimed at incentivizing citizens to provide valuable information to law enforcement agencies. He stressed the importance of nurturing a positive relationship between the police and the community, wherein citizens feel empowered to contribute towards maintaining peace and security. Swain reiterated the commitment of the Jammu and Kashmir Police to protect the interests of law-abiding citizens while confronting the threats posed by terrorists. He emphasized the need for a robust response to safeguard the community's well-being and uphold the principles of peace and order. Swain concluded on an optimistic note, highlighting the surge in enthusiasm among the youth to join the police ranks and contribute to national security.
